However, drone attacks in October and deadly violence near a major marketplace in September have raised new concerns about the safety of civilians.

The developments come as the Security Council prepares to consider extending the mandate of the United Nations Interim Security Force for Abyei (UNISFA), which is currently scheduled to expire on November 15.

Drone Attacks Threaten Recent Security Gains

Abyei has experienced years of uncertainty over its political status, with both Sudan and South Sudan maintaining claims to the territory.

The UN peacekeeping mission, established in 2011, has played a central role in monitoring security, supporting local peace agreements, and protecting civilians.

Despite improvements reported during the latest review period, October’s drone attacks have introduced additional security threats to an already complicated environment.

On October 19, drone strikes near Amiet Market and the Todach area killed and injured numerous civilians, including women and children.

UN Secretary-General António Guterres condemned the attacks and called for greater protection of civilians and accountability for those responsible.

Following the strikes, UNISFA deployed emergency medical teams, firefighting personnel, and rapid-response forces to assist affected communities.

The Security Council subsequently condemned the attacks and called for a prompt investigation.

The incidents have raised concerns about the ability of peacekeeping operations to protect communities from increasingly sophisticated weapons and attacks that may originate beyond traditional conflict areas.

UN Peacekeeping Mission Reports Progress

Despite the recent violence, UN officials emphasized that peacekeeping efforts in Abyei have produced measurable improvements.

UNISFA has continued supporting local peace structures, strengthening cooperation among communities, and helping maintain security during seasonal migration periods.

Lacroix reported that the latest migration season ended without deaths or violence linked to livestock movements, an important development in a region where competition over grazing areas and resources has historically contributed to tensions.

The mission has also continued supporting local rule-of-law initiatives and community-based protection mechanisms.

These achievements demonstrate that peacekeeping operations can contribute to stability even when broader political disagreements remain unresolved.

However, Lacroix warned that improvements on the ground should not overshadow growing challenges resulting from the ongoing conflict in Sudan and political uncertainty in South Sudan.

The mission now faces the difficult task of maintaining local security while responding to threats influenced by developments across the wider region.

Renewed Diplomatic Engagement Between Sudan and South Sudan

Alongside security concerns, the United Nations highlighted renewed diplomatic engagement between Sudan and South Sudan.

On August 10, senior representatives from both countries attended the seventeenth meeting of the Joint Political and Security Mechanism in Juba.

It marked the first meeting of its kind since January 2023 and represented an opportunity to restart discussions on outstanding border and security issues.

UN officials welcomed the development as an important step toward improving communication between the two governments.

However, the UN Secretary-General’s Special Envoy for the Horn of Africa, Guang Cong, warned that progress could be undermined by Sudan’s ongoing conflict and political pressures within South Sudan.

Abyei’s unresolved status remains a sensitive issue, and disagreements over its administration and potential participation in future elections could further complicate negotiations.

The United Nations has encouraged both governments to resolve disagreements through dialogue and maintain their commitment to keeping Abyei demilitarized and free from unauthorized armed forces.

Regional Conflict Deepens Humanitarian Concerns

The ongoing conflict in Sudan continues to affect communities far beyond the country’s immediate battlefields.

According to the UN briefing, more than 50,000 people, including returnees, Sudanese refugees, and other individuals seeking protection, have crossed into South Sudan through the Abyei area.

The movement of vulnerable populations has increased pressure on communities already facing limited resources and uncertainty.

Recent drone attacks have further complicated the humanitarian situation, raising concerns about the ability of displaced families and local residents to access assistance safely.

UN officials also highlighted worsening conditions in Sudan’s South Kordofan and Blue Nile states, where civilians continue to face the consequences of armed conflict.

The simultaneous escalation of violence in these regions reflects broader struggles over territory, political influence, and important supply routes.

These developments have increased concerns that unresolved border disputes and deteriorating regional security could trigger additional instability in Abyei.

Security Council Faces an Important Decision

The latest briefing comes at a particularly important moment for the UN peacekeeping mission.

Under its current mandate, UNISFA is authorized to support security, protect civilians, and assist efforts to maintain Abyei’s demilitarized status.

The Security Council must now consider the mission’s future as its November 15 mandate deadline approaches.

Any decision will require balancing measurable improvements in security against continuing threats from armed violence, unresolved political disagreements, and the wider conflict affecting Sudan and South Sudan.

The United Nations has emphasized that maintaining stability in Abyei will require continued political dialogue, regional cooperation, and sufficient support for peacekeeping operations.

For the communities living in the disputed territory, recent security improvements offer some encouragement, but the threat of renewed violence remains a serious concern.

The coming weeks will be critical in determining whether international efforts can preserve the progress achieved and prevent Abyei from becoming another center of instability in an already troubled region.

As the Security Council prepares to decide the mission’s future, the challenge extends beyond maintaining a temporary peace. It also involves creating the conditions for a lasting political agreement that protects civilians and addresses the longstanding dispute between Sudan and South Sudan.

UNMISS/Denis Louro By Paula Sweis | – From – UN , Despite a decline in security incidents, the United Nations warns that escalating regional conflicts and new attacks threaten stability along the Sudan–South Sudan border.
