Paula Sweis- From UN

NEW YORK — As world leaders gathered for the 81st session of the United Nations General Assembly, diplomats, civil society representatives and international development advocates met at the Permanent Mission of Monaco to the United Nations on September 23 to discuss how global commitments can be translated into meaningful action.

The event, titled “UN 3.1: From Symbol to Systems — Soft Power, Civic Action and the New Architecture of Global Impact,” focused on the role of diplomacy, civic engagement, youth leadership and international partnerships in addressing challenges facing the multilateral system.

Co-convened by the Foundation for Post Conflict Development (FPCD) and Humanitarian Tracker, with the support of Monaco’s Permanent Mission, the gathering formed part of the broader discussions taking place across New York during UNGA 81.

Ambassador Isabelle Picco Addresses Challenges Facing Multilateralism

Opening the event, Her Excellency Isabelle Picco, Permanent Representative of the Principality of Monaco to the United Nations, welcomed participants and expressed appreciation for the continued collaboration between the mission and the organizations involved.

In her remarks, Ambassador Picco acknowledged the increasingly difficult environment facing international institutions, particularly the challenges of reaching consensus on major global issues.

Reflecting on recent diplomatic negotiations, including those surrounding the Commission on the Status of Women, she described a multilateral system facing significant difficulties and emphasized that agreement among member states can no longer be taken for granted.

Her observations raised an important question about the future of international cooperation: how can global institutions continue making progress when traditional diplomatic negotiations are not always enough to produce agreement?

Despite these challenges, Picco reaffirmed her belief in the importance of soft power, civic action and broader participation in creating lasting global impact.

She emphasized the need to involve institutions and communities at different levels, including those working directly on the ground, in developing collective solutions.

Her opening remarks established the foundation for a discussion about moving beyond diplomatic commitments toward more inclusive and effective systems of international cooperation.

From Global Commitments to Practical Action

At the center of the forum was the idea that international progress requires more than declarations and formal agreements.

Building on the earlier UN 3.0 dialogue convened during the Commission on the Status of Women, the UN 3.1 initiative examined how institutions, civil society organizations, young people and communities affected by conflict can become more actively involved in shaping solutions.

The discussion also considered how the principles of the United Nations’ Pact for the Future could be translated into practical initiatives with measurable outcomes.

Rather than relying exclusively on governments and international organizations, the forum highlighted the importance of partnerships that connect diplomatic institutions with local communities and organizations working on humanitarian and development challenges.

The broader message was that meaningful progress depends not only on setting international goals but also on creating the relationships and systems needed to implement them.

Civil Society, Youth Leadership and Post-Conflict Development

The program brought together speakers from international development, humanitarian work, civic leadership and institutional cooperation.

Among the announced participants were Maria Caterina Migliorero, Economic Affairs Officer with the Financing for Sustainable Development Office at the United Nations Department of Economic and Social Affairs; Hend Alhinnawi, founder and CEO of Humanitarian Tracker; and Elizabeth “Liz” DiLuzio, co-founding principal of Evaluation + Learning Consulting.

The forum was moderated by Muriel Bubbio, president of FPCD Monaco, and included an open exchange designed to encourage participation beyond the formal panel.

Syrian diplomat Koussay Al-Dahhak was also present in the audience and contributed to the discussion.

The gathering placed particular emphasis on the role of civil society and younger generations in shaping international priorities, especially in communities experiencing conflict, displacement or limited institutional resources.

For organizations involved in humanitarian assistance and post-conflict recovery, these questions extend beyond immediate relief. Long-term progress also depends on local participation, stronger institutions and development initiatives that reflect the needs of affected communities.

The discussion highlighted the importance of treating individuals and communities as active contributors to international solutions rather than simply recipients of assistance.

A Broader Conversation About the Future of Global Cooperation

The dialogue at Monaco’s Permanent Mission reflected a wider conversation during UNGA 81 about the effectiveness and future direction of multilateral cooperation.

At a time of geopolitical tensions, humanitarian crises and competing development priorities, international institutions face growing pressure to demonstrate that their commitments can produce meaningful results.

The UN 3.1 forum offered an opportunity to consider how diplomacy can be strengthened through civic engagement, youth participation and cooperation across institutions and communities.

Ambassador Picco’s remarks were particularly relevant to this conversation, acknowledging the difficulties facing multilateral negotiations while emphasizing the continued importance of collective action.

The gathering ultimately reinforced a central message: global commitments become meaningful when they are supported by practical systems, inclusive participation and sustained cooperation.

As the international community continues to debate the future of multilateralism, the discussion at Monaco’s United Nations mission offered a reminder that progress depends not only on what governments agree to, but also on how institutions and communities work together to turn those commitments into action.

Paula Sweis New York – Paula Sweis- From UN NEW YORK — As world leaders gathered for the 81st session of the United Nations General Assembly, diplomats, civil society representatives and international development advocates met at the Permanent Mission of Monaco to the United Nations on September 23 to discuss how global commitments can be …

[50

post-146070","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-diverse-news
["GET
