تعلن رابطة معونه لحقوق الإنسان والهجرة (AMHRI)، وهي منظمة حقوقية مقرها نيويورك، عن نيتها إصدار تقريرها الأولي حول مراقبتها للانتخابات البرلمانية العراقية لعام 2025.
وأكدت الرابطة أن تلك الانتخابات، التي شاركت فيها كمراقب دولي معتمد من مفوضية الانتخابات العراقية وبعثة الأمم المتحدة في العراق، شهدت ضعفًا غير مسبوق في الإقبال الشعبي وغيابًا للشفافية التفصيلية في بيانات المشاركة، إضافة إلى تراجع ملموس في مستوى الرقابة الدولية مقارنة بالاستحقاقات السابقة.
وأشار فريق الرابطة إلى وجود تأثيرات واضحة للنفوذ الأجنبي على المناخ السياسي قبل الاقتراع وبعده، الأمر الذي أثّر على استقلالية العملية الانتخابية.
كما وثقت الرابطة حادثة تهديد خطيرة تعرض لها رئيس فريقها الدولي من قبل مستشار حكومي رفيع أثناء وجوده في بغداد، واعتبرت الرابطة هذا الحدث مؤشرًا على غياب البيئة الآمنة اللازمة لعمل المراقبين المستقلين.
وتشير مقابلات الرابطة الميدانية مع مواطنين عراقيين في عدد من المحافظات إلى أزمة ثقة شعبية واسعة تجاه العملية الانتخابية وشرعيتها.
وأكدت الرابطة أن الانتخابات البرلمانية العراقية لم تُجرَ ضمن بيئة ديمقراطية مكتملة وآمنة، وأنها ستصدر تقريرًا تفصيليًا أوليًا في مؤتمر صحفي دولي في #نيويورك قريبًا.

Preliminary Summary of AMHRI’s Observations on the 2025 Iraqi Parliamentary Elections

The Association Ma’onah for Human Rights and Immigration (AMHRI), a New York–based human rights organization, announced its intention to release its preliminary report on monitoring the 2025 Iraqi parliamentary elections.
AMHRI confirmed that the elections—monitored by the organization as an accredited international observer through the Iraqi Independent High Electoral Commission and the United Nations Assistance Mission for Iraq (UNAMI)—were marked by unprecedentedly low voter turnout, a lack of detailed transparency in participation data, and a notable decline in international monitoring compared with previous electoral cycles.
AMHRI’s team also reported clear signs of foreign influence affecting the political environment before and after election day, which undermined the independence of the electoral process.
The organization further documented a serious incident of intimidation targeting the head of its international monitoring team by a senior government adviser in Baghdad—an event AMHRI considers a strong indicator of the absence of a safe environment for independent observers.
Field interviews conducted by AMHRI with Iraqi citizens across several regions revealed a widespread public crisis of confidence in the credibility and legitimacy of the elections.
AMHRI concluded that the elections were not conducted within a fully democratic or secure environment, and it will soon release a detailed preliminary report during an international press conference in New York.
